Crisis Leadership & Emergency Readiness

Spencer believes effective crisis leadership requires decisive action, operational discipline, and a commitment to protecting lives and property, not photo ops or bureaucratic delays and excuses. When Los Angeles faces natural disasters or citywide disruptions, residents need a mayor who acts, not one who punts decisive action by forming just another advisory committee. Spencer will implement a streamlined chain of command that empowers first responders, cuts out middlemen, and gets resources to the front lines without delay. Transparency will mean real-time data and straight answers, ensuring families and businesses can make informed decisions.

True preparedness demands resiliency, modernization, and leadership that cuts through bureaucracy. Spencer will conduct a comprehensive audit of the city’s emergency infrastructure to eliminate waste and redirect resources toward critical equipment, technology, and systems that improve readiness and response once and for all.

Recovery must be fast, focused, and fiscally sound. Spencer’s post-crisis approach prioritizes regulatory relief, streamlining permitting and rebuilding so homeowners and small businesses aren’t sidelined by excessive City Hall fees, delays, or paperwork.

By strengthening economic resilience and removing barriers to rebuilding, Spencer will ensure disaster recovery protects both the workforce and the city’s tax base, allowing Los Angeles to bounce back stronger and faster.

Fiscal Integrity & Government Reform

Spencer also believes a city’s budget is a contract with taxpayers, and right now, City Hall is breaking that contract. With Los Angeles facing a massive structural deficit, the city can no longer afford insider carveouts or special-interest spending, it’s not right. Spencer will enforce a back-to-basics budget that prioritizes and restores core services and stops the expansion of costly programs that lack clear results.

For too long, City Hall has operated like an insider’s club, rewarding politically connected interests with massive, non-competitive contracts while neighborhoods fall further behind. Spencer will restore accountability by enforcing competitive bidding, ending automatic renewals and sweetheart deals, and putting taxpayers back in charge.

He will launch forensic performance audits to evaluate every major program against clear, measurable standards. If a program works, it gets strengthened. If it doesn’t, it gets fixed—or it gets cut. Departments will no longer receive additional funding without proving real value to residents.

Public Safety & the Rule of Law

Los Angeles’ public safety crisis is the result of political decisions that have undermined basic law enforcement and drained staffing levels. Spencer believes the first responsibility of city government is to keep people safe. He will reject extreme defund-style politics, prioritize frontline policing over administrative excess, and ensure the city can recruit and retain qualified officers.

Spencer believes repeat offenders must be held accountable, its critical that we support prosecuting retail theft and organized criminal activity and enforce existing laws that protect neighborhood safety and quality of life. Officers will receive clear rules, clear backing, and clear expectations. LAPD senior leadership will be held accountable to measurable performance standards.

Treatment-First Approach to Homelessness

Los Angeles does not have a homelessness crisis because taxpayers spent too little, we have one because billions of dollar we’ve spent have gone towards waste and doing the wrong things. For years, the Homeless Industrial Complex has prioritized process over outcomes, warehousing over treatment, and press releases over results. Spencer will dismantle that system and replace it with a treatment-led recovery model that addresses mental illness and addiction as the primary drivers of chronic homelessness.

Under a Treatment and Recovery First framework, resources will be redirected to mental health care, drug treatment, and stabilization services. Participation in treatment is a must for city- funded assistance, and long-term housing will be reserved for those demonstrating a stability and sobriety. All programs will be subject to strict performance-based contracting, with funding tied to actual recovery outcomes. Contracts that have failed will be terminated and that standard will be the rule. Existing shelter-utilization and public-space laws will be enforced so our sidewalks, parks, and neighborhoods can be safe and accessible for everyone.

Infrastructure & Quality of Life

Spencer believes the condition of streets, sidewalks, and public spaces is the clearest measure of city leadership. For too long, Los Angeles has ignored basic maintenance while spending too much time and money on political symbolism.

He will launch an operational surge to restore a camera-ready Los Angeles: delivering fast, visible improvements across neighborhoods. That includes accelerated sidewalk repairs, restored street lighting, aggressive pothole filling, and rapid cleanup of graffiti and illegal dumping.

To ensure accountability, Spencer will set neighborhood performance standards and hold department heads responsible for response times and service quality in every ZIP code. When your street looks abandoned, you feel abandoned, and Spencer refuses to accept that for any LA neighborhood.

Economic Opportunity & Small Business Empowerment

Spencer believes small businesses are the backbone of Los Angeles, yet City Hall treats them like an ATM, slowing growth with excessive fees, unpredictable regulations, and bureaucratic harassment.

Spencer will champion policies that reduce red tape, eliminate unnecessary costs, and give entrepreneurs the freedom to grow and hire. Permitting and inspections will be made faster, predictable, and transparent, and the city will have to justify its regulations, not the small businesses.

By prioritizing growing small businesses first, Spencer will help local commerce flourish, strengthen neighborhoods, and ensure opportunity is accessible to everyone willing to work for it.

Utility Accountability & Ratepayer Protection

LADWP has become a symbol of mismanagement, bloated administrative costs, and lack of transparency. LA ratepayers have been treated like a bottomless revenue stream for failed leadership and politically driven projects. Spencer will put residents first by demanding accountability and ending hidden charges buried in utility bills.

He will push for a top-to-bottom audit of LADWP to eliminate waste, identify inefficiencies, and ensure every dollar collected serves the public. Spencer will champion responsible and financially effective energy policies, infrastructure hardening, and strengthened grid resilience to prevent blackouts and protect ratepayers. Any future rate increase must be tied to efficiency, transparency, and proof that LADWP is serving its customers, not its own bureaucracy.
